That's why sidewalks in Paris for example always have bollards, because parking scarcity is high enough for that to happen (and curbs are low)
Flexposts, jerseys can fill a similar role for bike lanes without endangering cyclists like bollards too close can, but there's still a width cost

A good bikway design makes encroachment either impossible or an absurdity
In which case drivers don't even think about parking there, so no need to rely on after the fact policing.
