With the recent gas grenades I see them used similarly, typically at the front line where they tackle people in the cloud.

Here's one of the fired projectiles from back in the day. These small ones were used to pinpoint individuals. It marks clothes distinctively, looking similar to those who have been in the clouds of the green gas grenades. They would mark people to snatch them afterwards in the surrounding area.

I'm pretty sure the green is to mark people. I think this because the green stays on your clothes, and for years they've used a green powder projectile that does similar. The green smoke grenade doesn't smell particularly fucked up or chemicalish, at least not any more than other smoke grenades.
