We don't really know anything about the shooter. Entirely possible this was a veteran I guess but nothing I've seen so far suggests that over, for example, a competent hunter.

Could be an AR but just as likely it was a bolt action in something like .270 (in other words, a deer rifle)

That part of Utah is full of competent competition and hunting shooters.
