The 2002 RTS game "Hooligans: Storm Over Europe" features a Pikachu toy in one of the FMV cutscenes with no attempt to hide it.
As there is no record of legal action against this game from Nintendo or The Pokémon Company. I have to assume that their lawyers are scared of football hooligan firms.
