As the crumbling economy ruins more lives and leaves more people homeless, the general public will only see more of them in our parks and subways. Will we help with social services? Or will we spend ever-increasing amounts on police to beat on them because β€œpeople should be scared?"

I'd argue that any driver training program that lacks a behind-the-wheel component isn't sufficient to actually ensure that graduates have a base understanding of the material, or that 5-10 years is far too long an interval, but at this point, anything would be better than the current nothing.
