They systematically pick neighborhoods to fly helicopters over each night to keep people awake.

They have been systematically picking neighborhoods each day to go in and just randomly arrest people. They will also pick other neighborhoods to fly their helicopter over all night. This is terrorism, and no one seems to care or be doing anything to stop it.
