Every university can be the basis for a small tech cluster. Almost all uni's have at least one capability. The process for producing companies is known. The challenges are uni interest and seed funding. The bureaucratic intransigence is substantial, sadly.

US jaywalking laws predominantly were, and are, racist. Disproportionately enforced against non-whites. No crosswalks installed in diverse neighborhoods. Jaywalking tickets are misdemeanors, but missed court appearances etc are felonies. Echoes of Jim Crow.
