Depends a bit on the value that the investigating entity puts on following the signal vs the value the investigatee puts on staying hidden. Both parties have some scope to play with (as you said, "what are you using it for").

So, where's the highest hypothetical risk of identity reveal using a burner?
a) Follow the money/acquisition of said item?
b) Telemetry data while in your possession correlated with general surveillance system?
c) Network effects - your contacts might be compromised?
