As someone who I suspect is much closer to these issues than you are, what you are claiming is grossly untrue. It's a big lie with a kernel of truth, which is that the grant funding does pass through US-based NGOs who coordinate and implement the work. But that work is done apolitically.

The reality is that neither of them are continuing to import because neither can make a workable profit at even the lower 30% tariff. The business simply goes under if there's no price-equivalent second source. Most goods don't have demand that will withstand a 50+% price swing.
