GOP is always on offense, Dems always on defense. Dem leaders can't imagine caring enough about an issue to pass it by any means necessary. They tried that with ACA, then lost power, and the lesson they took was "Don't do things" rather than "Yes, we used power when we had it and got stuff done!"
