Proposed Ordinance No. 1043 (Attachment A) provides for these proposed Development Code amendments. If adopted, proposed Ordinance No. 1043 would: • Eliminate vehicle parking minimums for all uses citywide. • Keep design requirements for vehicle parking like location, screening, and parking lot landscaping. • Keep requirements for drive aisles and parking stall dimensions. • Increase bike parking requirements for new development, including short- and longterm bike parking requirements for middle housing, multifamily housing, schools, commercial uses, parks, and restaurants. • Add new bike parking design requirements related to location, mounting racks, and spacing requirements. • Allow administrative departures to vehicle and bike parking standards. • Cleanup cross references and code citations throughout the Development Code.

The next Washington city to fully eliminate parking mandates looks like it will be Shoreline, with the Shoreline council set to discuss the move next Monday and then take action the following week.

After over a year of neglect, I finally updated my Seattle Transit Map! September will mark the tenth anniversary of the map. The website itself needs work but the new layer is now online. seattletransitmap.com/app/

City Manager speaking up on behalf of staff and being a good boss.

CM Scully is saying he wants things like the "roundabout simulator" to be cut. Hard agree.

"It's a very [jurisdictionally] chopped up roadway and there's a reason they don't let that happen anymore," - staff.

CM Robertson asking about difference between "Revenue Deficit" and "Shared Allocations of Cost." Staff gives a solid answer I do not in any way understand. Funding confuses me.

Staff says the biggest problem wasn't getting outside partners to be more of a stakeholder.

Deputy Mayor Mork asking why we didn't go design/build which would have put the contractor more on the hook. Staff says its harder to get federal funding that way.

Staff reinforces that these overruns were completely unpredictable and would have happened for a higher bid countracot. Its also the result of a calculated risk to go for grant money.

CM Pobee mad that we have to pay for outside delays. Seems like we can claw back utility delays but not WSDOT delays.

CM Scully now angry at SCL taking too long and says to tell him as soon as possible so he can call Bruce Harrell personally to straighten it out. Staff says most problems are solved.

CM Scully has concerns about the cost differences in bids like I called out before.

Apparently some of these were due to a pole being 18 inches out of reach. That level of small problem causing delay.

Roundabout set to open partially in Sept 25 (west side) and Feb 26 (east side) with full opening in summer of 26, but it is a half-year behind schedule.

Seems like most of the problem was utility work overages, some of which may be reimbursed by SCL and PSE, etc. Could impact Shoreline by as much as $4.5 million.

This is a company who made the lowest bid now with a total cost more than the highest bid. Totally amazing. This is just since 2023.

The 145th st interchange appears to be $7 million over budget. Report seems to be about how important the work done was and is clearly being read aloud. We know it's important, why is it $7 million over budget?

8a is unanimous and amendments will be studied. Onto 8b which is a cost increase on the 145th street project.

Procedural hiccup but now onto CM Ademasu who has a question about the Bike Level of Traffic Stress alteration. Council has super complex questions that reach deep down. I can't explain this in a bsky message.

Doesn't feel like micromanagement, just question asking.

The city is seeking "countywide center" designation for 4 locations, 2 near the Link stations plus North City and City Center along Aurora and CM Robertson has questions about how the staff will tackle that.
