My generic observation of this street:
I know this route well. Heavy traffic, trainyard on the west, the way off the route is every other block via one-way. Route being upgraded with bike lanes. Lots of semis up and down the corridor. What they call "boxed in" is everyday traffic on a busy day.

My ward has scaled mobilization significantly over the course of 3 days with rapid response patrols and school escorts
