I had a paper sent back out to an entirely new slate of reviewers after a "minor revision" (just 2 or 3 tiny edits). The new reviewers wanted major revisions. It's frustrating but also good to hear that others deal with the same ridiculousness sometimes. I blame the editors, not the reviewers.
