2. Effectiveness of Existing Measures: While I acknowledge the challenges in enforcing restrictions, I feel that further investment in current methods—such as working closely with schools, parents, and volunteers—may yield better results without introducing penalties and surveillance.

I have objected. My concerns centre around several factors:

1. Privacy and Community Impact: The use of CCTV cameras for enforcement raises questions about privacy and the potential impact on the relationship between the council and the wider community.
