reduce the burden on police, fund direct interventions through Peacebook, CDPH with proven records of being able to hire.

CPD has held +$200m in vacancies for the last 6 years and hasn't been able to hire since 2018. We don't need a prop tax or cut youth jobs. the money's there.

why aren't we using the +$170m of unused funds being held up in CPDs vacancies? That could be used to:
1. Close the budget, avoid a property tax incr. AND
2. increase funding to public safety through peacebook + cdph AND
3. fund the chicago empowerment fund AND
4. keep some for vacancies
