I think it's much worse than overlooking them. They purposefully downplay the effect of Australia's cynicism on other governments' commitments . It isn't about our 1.3% (domestic) or ~4.5% (exports) contribution, it's also about moral and diplomatic leadership of a formerly respected middle power.

NREL studies show utility scale panels still perform at >90% of rated output after 20 years, so the replacements (which will be even more efficient, durable and inexpensive) will be much slower and more phased than you suggest. And there will be a commercial-scale panel recycling industry by then.

In India, with 600 million people in the rural sector, the average farm is < 1 ha, & corn, as well as sugar, is being diverted for ethanol, using ~ 200 x as much land per km of vehicle travel as would solar recharging of EVs.
