Well there's Blender's Grease Pencil, Krita, Moho, Clipstudio Paint, and OpenToonz. One or a few could be a decent alternative.

ALSO MEANWHILE, other animation software has grown and matured and Adobe has made no effort to support the platform that changed everything about media in the 00's. Zero effort. These dorks animating out of their basement have shaped (and are still shaping) culture and Adobe just shits their pants.

There was a time when being a flash dev could net you six figures (in 2000's money!) and while I understand why it ultimately fell off, Adobe made no effort beyond a rebrand.

Meanwhile Newgrounds out here building preservation tools for modern browsers cause literally no one else will.

What a fucking sad and embarrassing end for Flash. Adobe can't maintain software even if it was given to them and it dominated the entire internet.
