Musk's new pay package is worth more than what everyone in the top 10 cities in the US earns in an entire year (assuming averages).

Impossible to justify in any terms.

In other words: stores could offer discounts upon proof of that income level...however customers might choose to prove it.

Stores should just offer discounts to people living below a certain income level. They could choose the same criteria SNAP does...but not condition the discounts on literal SNAP eligibility.

I don't suppose there's a law prohibiting stores from offering targeted discounts (like game ticket stubs).

Can we not refer to "Congress" any more, as in "Congress refuses to do this" or "Congress does that..."?

Because the body of people doing and not doing things is not "Congress," but the Republicans that control the majority of both houses. Saying "Congress" maligns the minority who'd do otherwise.
