In other words: stores could offer discounts upon proof of that income level...however customers might choose to prove it.

Stores should just offer discounts to people living below a certain income level. They could choose the same criteria SNAP does...but not condition the discounts on literal SNAP eligibility.

I don't suppose there's a law prohibiting stores from offering targeted discounts (like game ticket stubs).

There is actual authority—which these people lack, at least in terms of much of their behavior—and then there is the illegal, situational grabbing of authority at the point of a weapon, at the order of a ganglord.

Can we not refer to "Congress" any more, as in "Congress refuses to do this" or "Congress does that..."?

Because the body of people doing and not doing things is not "Congress," but the Republicans that control the majority of both houses. Saying "Congress" maligns the minority who'd do otherwise.

Add: swearing in duly elected officials should be strictly ceremonial and able to be done by, I dunno, any public official, or some non-partisan ceremonial office created solely for this task.

Good news is, I guess, that people can just outrun them?
