UCAR should respond as a block, coordinating a response across universities (especially in the South, and large public universities that use NCAR data a lot)

To close the budget with a net land sink of 0.8 Pg C/y from 2000-2019, we propose increases in the ocean sink and decreases in fossil fuel emissions.
