Yes, but it would be odd to tax pensioners differently depending on whether they are receiving same amount as state retirement pension (no other income) or as pension credit.

This is causing so much confusion. As @paullewismoney.bsky.social says it is a change to the requirement to file a tax return, the trading allowance (amount you can earn tax free) remains at £1k. The timing depends on when HMRC can built a reporting service into its app/personal tax account.
