Seeing as there have been hostages in captivity for two literal years, and the whole-ass point of the Hannibal directive was to stop hostages from being taken, it very clearly wasn't in effect and even if it were it didn't fucking work.

The Hannibal directive (1983-2016) was meant to prevent the taking of hostages by saying it's "better to kill IDF soldiers than let them be captured." It was always a much-feared and loathed policy, one that was never, practically speaking, enforced, and was taken off the books in 2016.
