And you’re right. If you’re “storing” assets on an exchange then there’s no difference to a “modern” financial system.

Lightning isn’t a separate chain. It’s just a bidirectional payment channel network on bitcoin. Only when a channel is opened, closed, or capacity spliced in/out does anything go on chain. It’s made possible by a kind of revocable sequence maturity contract.

Lightning exists and works. It's been the preferred form of payment for lower value bitcoin transactions for years already, yet people always compare to on-chain, like that's supposed to scale for high volume micropayments. Monero would have the same on-chain fee problem if it were as popular.
