If there's one thing the right understands, it's ecosystems and networks. So it makes sense to me that their assault on their opposition is designed precisely to go after the whole apparatus that would block their ambitions.

imho, s.118(viii) is just plain wrong.
Climate Minister has admitted carbon budgets not being met, so current plans/strategies are NOT consistent with the climate Act. Thus it's absurd to suggest compliance with a plan is sufficient.
What matters is decisions' CUMULATIVE impact on carbon budgets.
