Aus and China also run on fixed rates for indirect costs. I feel the US will need some sort of city-loading but a balanced fixed rate would suffice.

Personally I think this is insane and a gross miss-appropriation of funding by administration. That being said, 15% is not enough by any means. It certainly cannot be implemented
