Aus and China also run on fixed rates for indirect costs. I feel the US will need some sort of city-loading but a balanced fixed rate would suffice.

retrospectively without any leadin. People will lose jobs over this. Struggling departments will shut. A long term plan to reduce the indirect costs to a national, acceptable, standard would work. Being gungho will destroy academia in the US.

Never having worked in the US, I never realized that indirect costs could escalate to 70% of direct costs. Personally I think this is insane and a gross miss-appropriation of funding by administration. That being said, 15% is not enough by any means. It certainly cannot be implemented
