Look at Frogg Toggs. The inexpensive ones I got are a pants and jacket set that are meant to go over other clothes.

At airport in Ponta Delgada - Just watched a late-60s couple pass candy between them via a fast, direct toss launched at hip height from 4 meters away and caught with equal nonchalance with one hand. That was cool.
