The farm didn't follow proper quarantine procedures. Though healthy looking they may still be incubating the virus and that could mean mutations. The farm could have prevented the decision to cull the birds but were negligent in not following the clearly outlined protocols of quarantine.

I don't understand why the Conservatives need Polievre to take someone else's seat rather than insert a new leader for their party.
