Last time I got called for jury duty in New Orleans, the prosecutor asked potential jurors to rate how honest they considered police testimony: 10 for totally honest always, to 1, utter liars.

She counted down from 10. The first hand went up at 5. Most were 3 or lower. A few held out for 0.

But ACA open enrollment starts November 1. THREE WEEKS BEFORE.

So premiums would be locked in.

And by signing on, Dems would be giving up their main argument before negotiations even start.
