I remember from my studies of yore something called "Equity Theory" which suggested that workers are not so much concerned with the absolute value of their remuneration as with the relative (to someone else's) value of remuneration.

Also, while you're at it, why not transfer the policy levies, imposed by govt, from the retail price of electricity to the retail price of gas? This would incentivise households to switch from gas to electricity
