No, they didn’t. Americans funded the pedestal. The poem was written as a donation for an auction to help fund the pedestal. The plaque itself wasn’t added to the pedestal until 1903, after a campaign brought by a friend of the poet. The statue had been open for 7 years by then.

I wonder if part of the reason face value has remained low is that the fees kept going up & acts/venues are worried they’ll have trouble selling tix if they ALSO increase the ticket price itself. For many people it’s not feasible to buy at the box office so they have no choice but to eat the fees.
