Read the complaintants’ cover letter embedded at the bottom of the article. It shows they tried to go through official channels for almost a year before going to the press. And that the province, counter to its claim, had the presentment before the Post’s first story.

I actually think this is new canonical territory, right? There's no provision for succession if both the Abp and the Dean are both out. I may have misunderstood though.
