I’m not even sure it is anecdotal. “More reported cybercrimes” might be an actual researched bit of data.

Maybe the word “reported” is there because we don’t know if the rate of cybercrime has actually changed or if people are now more likely to report it when it happens? I’m just guessing.

“The number of people reporting that they were victims of cybercrime had soared” is not an estimated count of social media posts about witnessing crimes.

It’s people contacting law enforcement to say that they themselves were victims of cybercrimes like identity theft.

And NYS Payroll Online is the name of the system, but that is not one piece of software, and it is (as the name would suggest) developed in-house. I am not a developer on any of the systems it uses, and I can’t speak to its inner workings beyond saying that OSC maintains the code.

Come on. I already said the state doesn’t use “accounting software” in that sense. They have an agency with an IT department that has a few teams managing payroll and pension fund management. Not off-the-shelf software.

Also, New York does have a general fund.

I can’t speak for the other states but NYS has a huge state employee payroll and could probably divert federal withholding into a sort of state escrow account. It would require a lot of meetings, but it’s technically possible.

As a former employee of the NYS comptroller I promise there is no “accounting software” managing payroll. I won’t go into the details, but there are multiple platforms dedicated to disbursing funds for civil servants as well as pensions.

There is a team within OSC that can adjust withdrawals.
