I didn't find any errors or problems in the data set this year. The new version will be published on 12/31 barring any new enforcement actions between now and the end of 2025. I will also publish an updated codebook with the figures presented here, as well.

The other factor to note in 2025 was the three individuals targeted. While targeting of individuals is not unusual, there hasn't been this many individuals targeted in a single year for quite a while: 3 in 2025, 2 in 2024, 1 in 2023, 0 in 2022, and 1 in 2021, and so on. /10

The GVA Capital, Ltd. case is an excellent of example of why cooperation matters (even if you don't voluntarily disclose and have a potentially egregious violation). The OFAC EA online notes how the entity "willfully violated U.S. sanctions" and how the entity acted against legal advice received. /9

The Trump Administration has one mega-enforcement action that accounted for over 82% of OFAC's 2025 penalties, its enforcement action against GVA Capital, Ltd. published on 12 June 2025. GVA Capital Inc. continued to manage assets and investments for a blocked person and ignored an OFAC subpoena. /8

Trump II shows a marked decline in the enforcement penalty amounts compared to Trump I and Biden. Of course, nothing can top the Obama administration's "whale-hunting" strategy that reflect OFAC's newly acquired penalty powers thanks to IEEPEA. /5

The first year of the Trump Administration was an interesting mix of enforcement actions with a strong focus on Russia for obvious reasons followed by Iran, Venezuela, and Cuba. I'm curious to see what 2026 brings! /2
