Actually, it's worse. I just looked it up and a bunch of states are like that. Alabama, Georgia, Indiana, Kansas, Kentucky, Louisiana, Mississippi, Nebraska, North Carolina, Oklahoma, South Carolina, Tennessee, Texas, Utah, Virginia and Wyoming are all $2.13/h for tipped employees.

In Alabama, if you make tips the hourly wage you make can be as low as $2.13.
