Wilhelm supported the idea of resolving the "Ukrainian question" through the creation of an autonomous Grand Duchy of Ukraine within the Habsburg monarchy. This proposed duchy would include Eastern Galicia and Bukovina, as well as Ukrainian territories then part of the Russian Empire, which would need to be reconquered.
