Basic psychology. People HATE being forced to give up something they're used to, even if they aren't satisfied, just on the promise that this new thing is going to be better. Especially when the experience (+ propaganda) is that government doesn't work great and getting it wrong could kill you.

I think in April 2019, before or immediately after he'd announced, he didn't have much of a website.
But aside from not having the resources yet to have written plans ready it was a deliberate strategy not to go into too much detail at the beginning of the campaign.

You can look up all the grants awarded under Buttigieg. The only way you can get to those numbers is by calling everything "DEI" that includes some measures to help disadvantaged communities.

If you plan a (mostly) public system you have the option of paying it through taxes, which would mean an overhaul of both the healthcare and the tax system at the same time AND every empolyee renegotiating their contract, or you can do it via a public insurance with a lot less risk and interruption.

If you ban private insurance people will pay out of pocket, which leads to less sharing of the burden.
Then there's the risk specifically in the US that in a nationalized system (or one run by states) the decision on what to cover and what not gets based on ideology rahter than science.

Almost every (good) healthcare system in the world has at least additional private insurance. B/c no matter how efficient you make it you'll never be able to cover everything people would want to have.

Do you have any idea how large, rules and a large bureaucracy work? The process of rule making takes years, by law.
