I often see a lazy equation of Scotland and Wales as some sort of put upon anti-colonial Celtic fringe - but they are clearly very different. Wales voted for Brexit, and seems happier to embrace right wing English nationalism than left wing Welsh nationalism.

Since the NHS dropped my 96 yo mother and broke her arm, she has to pay Β£1,500 A WEEK for 24hr care. Thank god they saved everything for 35 years for this moment.

Think my preferred solution is to abolish cash ISAs, and force people into S&S ISAs (better for the investors) but give some sort of additional incentive in S&S ISAs for UK equities investments.

There is also the elephant in the room that it’s perfectly easy to mimic a cash ISA in a S&S ISA just by investing in money market funds, and I don’t see how you could really prevent this.

Broadly I see very little argument for people getting a huge tax break for investing in cash ISAs (don’t think other countries do this) - and it’s not helpful either to the economy or people investing in them usually.

That assumes that the only mechanism for them to invest in equities is actively managed funds: which patently isn’t the case. Passive funds increasingly have the lion’s share of the market: not to mention that people *could* (ill advisedly IMO) invest in individual stocks.

It seems to me that it’s highly unlikely the government can compel any refund, other than by public shaming. One of the reasons of having procurement and due diligence processes is to understand whether you’re dealing with a reputable counter party or a disposable shell… oh.
