Lack of demand? For certain tasks (coding, learning, assistance in real life tasks) you want to use the best available model. Even currently, Claude and ChatGPT are both ahead of open models.

For other tasks (need cheap tokens, privacy or your own fine tune, etc) we use open models a lot.

No one wants to live in a dictatorship, not even people who don't yet understand what they would lose. Modern despots need their system to appear as a democracy.

That would be a bad plan. Judging by the typical Eastern European despot and assuming there is a plan, he needs the constant escalation for propaganda.
