Lack of demand? For certain tasks (coding, learning, assistance in real life tasks) you want to use the best available model. Even currently, Claude and ChatGPT are both ahead of open models.

For other tasks (need cheap tokens, privacy or your own fine tune, etc) we use open models a lot.

I think the majority of Russians believe that Russia is a democracy.

There are a whole lot of fake opposition parties in Russia, that help this illusion. Sometimes they even criticize the mighty leader, Putin.

Problem with the plan as you stated that it is too obvious. Everyone would understand that US is not a democracy anymore.

That would be a bad plan. Judging by the typical Eastern European despot and assuming there is a plan, he needs the constant escalation for propaganda.
