What are you taking about? Pillars 2 made a lot of improvments. Mostly in terms of quality of life and leveling. Faction quests were so expansive that even New Vegas looks poor in comparison. It's true that pirate aspect felt undercooked, but one bad apple doesn't spoil the whole bunch
