If you want more Moore in your life, Illuminations was a great short story collection of his, though one of stories in there it really helps to be way too deep into comics. He's got a few other fantastic novels as well, though most focus on his numerous great comics.

Closest I can think of for geneseed affecting ethnicity is Salamanders but that's more of a interaction with Nocturne wrt their geneseed changing their skin and eye color then their geneseed by itself, and even then ethnicity isn't skin color so idk what dude is on about unless he's just a tourist.
