Counties are relevant for many reasons beyond government structure.

Connecticut has 8 counties.

Rhode Island has 5.

Louisiana has 64 parishes.

Alaska has 19 boroughs.

Looking at data by the physical region, regardless of county government structure, is definitely relevant for many different topics.
