Every time I see this video it’s flipped again and significantly blurrier.

Build a picture in your mind of where his arms, and especially his hands are.

For a guy supposedly using both arms to restrain it, why is only one arm visible?

If you look for the original video, which is much clearer, it’s very apparent it’s the guy’s right arm. Ask yourself, “where is the arm you don’t see?” and “how is his other arm supporting the dog?”
