While I directionally agree with the rhetorical point you're making, I don't think transformer based LLMs are an example of emergence (and human intelligence an emergent property either isn't really established). Although I'm not sure it's worth revising turn of (this) century debates.

Yes that is what I tried to write but it wasn't clear. Bass has been more aggressive on the regulatory side for affordable at least but there is a ton of low hanging fruit with Planning & LADWP that a mayor can work on without even getting to fights over land use or raising funds for public housing.

Building housing on city owned land makes a lot of sense but there needs to be a funding mechanism for housing built there to be public. One possibility is market rate with fees to finance that, which may work but means only a fraction of new housing will be public. Has she proposed that?

Yes. The point is the issue on housing policy is getting rid of obstacles on building it, which is an issue for both affordable (which isn't only public) and market rate housing. She has no plan to do that. If she wants socialized housing she needs to run for Congress because that's a funding issue.

Socialized housing as a housing policy demonstrates a profound lack of seriousness because that isn't something LA city can do. What it can do is reform the Planning Department + push zoning/approvals. Also free transit as a signature policy is troubling since LA has relatively low & capped fares.
