I had thought it was stated somewhere that Vegeta couldn't attain SSJ3, but I did a quick bit of searching and found that I'm in fact completely wrong and it was just that he chose not to pursue it. I still popped off when it happened in Daima because I love that short king.

The only thing I've found kind of weird about it was the "surprise Vegeta can go SSJ3 now" because it basically invalidated stuff from the first two Super-era movies. Also got worried that we were moving away from the good fight choreography from the first episodes. Thankfully that was wrong.
