I would also love it if the laws were enforced when drivers did stupid stuff. I see people run red lights and stop signs every day on my way to work but no one gives a crap, instead they rant about bicyclists.

My state university gets like 25% of its revenue from federal grants. This would mean the loss of literally thousands of jobs, mostly students and junior folks. I cannot imagine a better way of creating a huge population of pissed of people with nothing to lose.

There are already rules for that. You can build a 6 story on fill, but you have to spend on the foundation. (And a lot of flat places are fill from rivers.) The cost of land makes a 5+1 economic even with Californian labor and material prices as well as meeting the earthquake code.

The state has finally made things like height limits and set backs much harder to enforce. There is a lot of new building but folks are still fighting it tooth and nail. And the state laws do NOT change zoning. Probably 3/4 of San Jose is single family.

The thing is, the forests of the south east are going to burn as well. Hotter climate means more rain to promote growth and worse droughts. If there can out of control forest fires in the Maritime provinces of Canada, they can happen anywhere.
