I agree, it is not considered enough unless a program is fighting to stay in existence or to be acknowledged. In hindsight, I am also aware we didnβt do enough to prepare new hires for the (at the time unwritten) expectation in my dept. to help with recruitment.

I teach a Family Policy class that touches on similar topics, among others. I have gone back and forth over the years having them write white papers and policy briefs. Right now I am giving small groups the choice between those styles of papers, most choosing white papers.
