What about at less prestigious universities who dont have over subscriptions..they'll struggle. A friend teaches at such an institution & foreign student nos have gone down(because of visa being harder to get) & they are laying off staff. foreign students already subsidise locals, so this isn't good

The head of University of Manchester said the levy would have to be absorbed by the University as the market for international students is very competitive. The levy will do the exact opposite of what you suggest. It's yet another ridiculous policy by the government!
