So there is a percentage of property taxes earmarked for education and since that generates more revenue than the bare legal min, mayors can raid the fund for general budget money instead. SF gets no education budget money from the state, a mayor could meet school budget needs and still have excess

San Francisco property taxes provide adequate money, the city could fully fund the school budget and does not require any contribution from the state, so he wouldn't even need to find money in the budget to advocate for fully funding the schools.
