He absolutely knows what exonerated means. He also believes (and has decent evidence to support the belief) that he can exonerate himself by simply saying he has done so. Congress no longer applies constraints. Fingers crossed the courts eventually will.

I had a cousin who was an escape artist. Flip locks near the top of the outside doors fixed him just bolting out of the house. He would drag a chair over to flip the locks, but that made enough noise that someone would notice. Someone has to choose to put the locks in and someone has to flip them.
