9070 XT is the current top of the heap. The 7900 XTX has more VRAM (24 vs 16gb) but runs RDNA 3 vs RDNA 4 on the 9070 cards. AMDs native codec support is fucking dog shit, so if you use Parsec or anything like that, keep room in your case for an Nvidia card to run NVENC.

Adding to that: An LLM running locally is going to have the same environmental impact as any other process that makes your PC run at 100%, like rendering or gaming. The most direct impact is gonna be on your wallet if you start running your machine at 100% more because of the LLM.
