Governments must dismantle the criminal infrastructures that sustain these operations. Without coordinated, rights-based responses at both regional and global levels, this industry will continue to thrive, with profound consequences for human rights, governance and economic stability.

Claire Stein's analysis highlights that protecting victims through the non-punishment principle is urgent but insufficient on its own. She explains how the industry’s adaptability makes enforcement harder as scam centres are difficult to control because they thrive on weak governance.

Hundreds of thousands of #victims drawn from more than 60 countries, endure beatings, overcrowding, debt bondage and sexual violence. Many face re-victimisation even after being “rescued,” including detention, prosecution or resale to other networks.

Behind the billions generated by these operations lie #forcedlabour, #torture and abuse. United Nations experts have warned that scam compounds in #Myanmar 🇲🇲, #Cambodia 🇰🇭 and #Laos 🇱🇦 have reached “the level of a #humanitarian and #humanrights crisis.”

One of the starkest examples is the rise of scam centers across #SoutheastAsia, where people are trafficked under false pretenses and then coerced into running online fraud under inhumane conditions.

Without addressing the fundamental weaknesses in the Dayton Agreement that allow ethno-nationalists to manipulate entity-level autonomy, Bosnia and Herzegovina will remain vulnerable to further constitutional crises and potential state collapse.

Priority interventions should include increased #EU 🇪🇺 engagement through its accession framework, diplomatic pressure to encourage entity cooperation, and enhanced support for civil society organizations promoting inter-ethnic dialogue.

The international community must strengthen support for Bosnia's constitutional framework and impose targeted #sanctions on officials who undermine state institutions or bypass court rulings.

Despite his defiance, including armed stand-offs with state police and travels abroad for state visits, the Central Election Commission formally stripped him of his presidency in August 2025.

Emma Munnelly's analysis reveals how Dodik's confrontation with Schmidt culminated in his formal removal from office through #Bosnia's judicial system. In February 2025, Dodik was convicted of non-compliance with the High Representative's rulings and sentenced.

Once considered a moderate reformer who publicly recognized the #Srebrenica #genocide, Dodik transformed over two decades into a nationalist leader promoting secessionist rhetoric and systematically undermining state-level institutions.
